Syria welcomes all investors. The Syrian economy has energy, agricultural and industrial resources, and investment in all these fields is desired.
At present the public and private sectors are cooperating in effecting the transition to a market economy. We wish to concentrate in particular on developing the agricultural sector and the food industry. Syria has a population of approximately 18 million people; adding in the populations of the Arab countries which are the nation’s trading partners gives us a consumer base of more than 80 million people.
Investment Law No. 10, enacted in 1991, makes it possible for investors to receive funding, and guarantees them 100% ownership of land and real estate. This law enables investors to import machinery and equipment tariff-free, and without the requirement of forming a partnership with Syria or another Arab nation. Syria also already possesses the infrastructure required by investors.
