Second Arab Report on Multidimensional Poverty, Policy Brief

ESCWA, May 2023

Arab countries were facing daunting challenges, even before the onset of the COVID-19 pandemic, including conflict and instability, displacement, high rates of deprivation and unemployment, and increasing financial pressures that all affected poverty and efforts to reduce it. The pandemic and war in Ukraine have exacerbated material poverty and deprivations in many dimensions related to the capacities of families.

This policy brief provides an analysis of the multidimensional scope of poverty in Arab countries and examines its characteristics and evolution over time. It reveals the trends of the past decade and the impact of multiple crises in the region on poverty, and highlights the elements of progress and stagnation in poverty reduction efforts. The report outlines a way forward by providing policy recommendations that remain relevant and relevant after the first Arab report on multidimensional poverty. Linking development policies and programmes to the poverty indicators used in the present report, which provide a regional benchmark for family and child poverty, would help design initiatives that better target the poor and address the severity and complexity of poverty.
